GENERAL DESCRIPTION

Under supervision of the Chief Executive Officer, this senior management position’s focus is the repositioning of existing real estate assets and substantially increasing Raleigh Housing

Authority’s real estate holdings, with an emphasis on mixed-income affordable housing. The incumbent plans, organizes, manages, and provides direction and oversight for all major

functions of RHA’s Development Department including development finance, construction administration, environmental reviews, construction, procurement, acquisitions and relocation. This position will be responsible for short- and long-term planning of new construction, acquisitions, renovations, syndication and re-syndication of RHA’s multifamily real estate portfolio. Aids the Chief Executive Officer and Executive Team in areas of subject matter expertise. Fosters cooperative working relationships and coordinates assigned activities with other RHA departments, regulatory, other agencies, and the public.

  • Assist the Chief Executive Officer in establishing a new Development Department.
  • Provide leadership and direction to the Development Department. Participate on RHA’s Executive Team to develop and coordinate RHA policy.
  • Formulate objectives for growing RHA’s real estate holding and develop and implement appropriate strategies for development, redevelopment, preservation, and acquisition in alignment with RHA’s long-term strategic plan
  • Develop and prepare the annual budgets for the department; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations; attend quarterly financial reviews of budget status; propose revisions and adjustments as needed.
  • Work with experienced developers on projects with RHA as a co-developer to establish RHA’s credibility as a sole or lead developer.
  • Develop partnerships with local funders, housing developers and community non-profit entities to maximize coordination of development efforts; develop partnerships and joint projects with entities to expand affordable housing presence in local communities; formulate new and creative approaches to RHA’s housing development program.
  • Oversee all phases of RHA’s housing development and redevelopment activities—site selection and acquisition, procuring services of needed consultants and architects, master planning, financing all activities, relevant applications for funding (including tax credits, bonds, loans, etc.) as well as acquisitions.
  • Oversee the construction activities of the agency related to development and redevelopment activities.
  • Oversee applications for Section 18 dispositions/demolitions of public housing to secure site control.
  • Identify and pursue acquisition of vacant land and multifamily developments.
  • When needed, procure the services of developers to complement RHA’s efforts to increase the availability of affordable housing.
  • Supervise and lead staff; work with residents; city, state and federal funders and regulators; private sector and non-profit developers; and public policy makers to assure successful implementation of RHA Development Department projects.
  • Secure financing for RHA development and rehabilitation projects; work with department staff and outside consultants to identify and secure financing for various development, redevelopment, and acquisition activities.
  • Supervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; plan, coordinate and arrange for appropriate training of subordinates.
  • Direct the preparation and maintenance of a variety of narrative and statistical reports, records and files related to assigned activities and personnel.
  • Attend and conduct a variety of meetings as assigned; maintain RHA’s involvement in national, state and local housing and community development policy discussions and formulation; participate in local, state-wide and national meetings and conferences related to assigned activities.
  • Perform related duties as assigned.

DESIRABLE EDUCATION AND TRAINING

Bachelor’s degree from an accredited four-year college or university with major coursework in architecture, urban planning, finance or a related field and seven (7) years of increasingly responsible affordable housing and other development experience with five (5) years in a

supervisory capacity. Master’s degree preferred.

A minimum of eight (8) years of experience in multifamily housing development, construction administration, design and/or project management, with a demonstrated portfolio of completed projects, preferably with 100 units or greater.

SPECIAL REQUIREMENTS

  • Valid North Carolina State Driver’s license or ability to obtain one within 60 days and good driving record;
  • Fair Housing Certification or ability to obtain one within 90 days;
  • Related professional designations preferred.
  • Drug testing and criminal background check required.
