Summary of Job
The Housing Management Division (“HMD”) Compliance and On-boarding Trainer is required to use professional skills, and discretion while addressing various quality and training issues for the HMD department. Provides training to all Housing Management Division (“HMD”) field-based employees with Public Housing, Tax Credit, HOME, Project Based Vouchers, and Project Based Section 8. Develops, implements, and evaluates a training manual and program for all DHA subsidized programs. The HMD Compliance and On-boarding trainer is ultimately responsible for providing training to ensure continued compliance with HMD practices and procedures.
Essential Duties and Responsibilities
- Maintains extensive knowledge of HMD’s policies and procedures to evaluate work processes and identify training needs.
- Provides consistent training to newly hired and existing HMD employees, including but not limited to, Housing Program Specialists, Leasing Agents, Assistant Managers, and Residential Property Managers.
- Collaborates with HMD management team to develop and implement curriculum that is consistent with HUD and HMD requirements and best practices.
- Maintains an understanding of HMD field office training needs.
- Tracks and analyzes effectiveness of training using various evaluation techniques, including discussion with supervisors.
- Responsible for the creation, scheduling, and delivery of the HMD’s employee orientation.
- Creates and updates training package outlining duties and responsibilities in an accurate and succinct manner for each specific position.
- Works with site staff to ensure Enterprise Income Verification (“EIV”) books are in order and resident new hire reports are addressed.
- Coordinates with Management Information Systems (“MIS”) to ensure new hires are set up with required access to Elite, OnBase, and EIV.
- Coordinates Outlook, Certification, EIV, and Work Order training.
- Ensures all employees are trained in all processes including but not limited to Certification Interviews, and the correct completion of all forms.
- Reviews the Admission of Continued Occupancy (“ACOP”), Tenant Selection Plan (“TSP”), and CHFA’s
Compliance Manual for updates and compliance.
- Provides training to Residential Property Managers to ensure their understanding of their job responsibilities, including but not limited to, the completion of all reports due on a monthly/quarterly basis.
- Ensures all HMD employees understand the importance of proper documentation regarding all aspects of their positions.
- Maintains records of training programs, employee participation, and training evaluations.
- Maintains confidentiality of position.
- Performs other duties as assigned.

Minimum Education Requirements
- Bachelor’s Degree in Business Administration or related field.
Minimum Experience Requirements
- Minimum of 3 years’ experience in Affordable Housing Management and Compliance.
Education/Experience Equivalency
- A combination of appropriate education and experience may be substituted for the minimum educational requirements.
Licenses and/or Certifications
- Must have a professional designation in the field of Real Property Management:
- Accredited Residential Manager (ARM) certificate from the Institute of Real Estate Management (IREM), or
- Certified Property Manager (CPM) certification, or
- Section 8 Housing Manager (SHM), or equivalent.
- Current compliance certifications for PH, U.S. Department of Housing and Urban Development PBS8, Tax Credits, and mixed-financed programs required.
- A valid Colorado driver’s license is required. Eligibility to drive must be maintained in accordance with the Personnel Policy.
Knowledge, Skills and Competencies
- Must possess a thorough knowledge of PH, HUD, PBS8, LIHTC, and other affordable housing programs.
- Understands and interprets written material, including technical material, rules, regulatory agreements, compliance regulations, instructions, reports, charts, graphs, or tables; applies what is learned from written material to specific situations.
- Able to work as an effective member of a team and in a collaborative manner with staff, peers, and supervisor.
- Ability to interpret and understand tenant file information and knowledge of the requirements regarding re-examinations, re-determinations, utility allowances, and the HUD Model Lease and application requirements.
- Proficient in Microsoft Office Suite – Excel, PowerPoint, Outlook.
- Has thorough knowledge of REAC, Physical Inspection Protocol, and IREM.
- Knowledge and experience in adult learning.

Ability to understand oral and written instructions, DHA policies and procedures are available to guide job-related duties; in some cases, however, guidelines are not available. Enforces HUD regulations and DHA policies and procedures in the HMD. May make recommendations for changes or modifications concerning departmental procedures.

Environmental Conditions
Changing priorities and meeting deadlines results in stress. Occasional travel to various locations and possible exposure to all types of weather conditions, moving objects, and other hazards. Possible evening and weekend work.
Scope of Responsibility
Problem Solving
Recommends and implements corrective methods for problems related to HMD. Duties are generally complex and may be of substantial intricacy. Unusual problems or proposed deviations from guidelines, practices, or precedents may be discussed with the supervisor before being initiated.

Guidelines are generally but not always clearly applicable, requiring the employee to exercise judgment in selecting the most pertinent guideline, to interpret precedents, to adapt standard practices to different situations, and to recommend alternative actions in situations without precedent.
Nature of Supervision
Under supervisor direction, the employee has personal accountability for carrying out the work objectives within the scope of established guidelines and the mission. Employee is expected to resolve problems that arise in the normal course of the work. Work may be discussed with higher level supervisors and reviewed for soundness of judgment and feasibility of decisions.

Working Conditions
