Jennifer Green

Jennifer has over 30 years of experience in Community and Economic Development as well as working with the Low-Income Housing Tax Credit program (LIHTC). In her four years with Partners in Housing, Jennifer significantly expanded the staff and secured funding for more support services and new housing. She oversaw the rehab of 134 existing housing units, completed the renovation of two older properties, and secured the funding to construct a 32-unit permanent supportive housing project for families experiencing chronic homelessness. Jennifer also hired full-time support services coordinators at all Partners in Housing sites, ensuring residents have access to wraparound services during such a critical time.

Jennifer was the former President of Insight Development Corporation. She has held positions of Assistant Administrator of Community Development and Senior Project Manager for the City of Indianapolis. While at the City she served as project manager for its nationally recognized Fall Creek Place Development. Jennifer currently serves a treasurer and finance committee chair for Indiana Women Affordable Housing Network board of directors. She currently serves on the Coalition for Homelessness Intervention & Prevention (CHIP), Indiana Affordable Housing Council boards.  Jennifer has previously served on the INHP and Intend Indiana Board of Directors.

Julia Kaercher

Julia Kaercher serves as the Executive Director of Merchants Foundation, where she champions the organization’s mission to improve lives and strengthen communities by facilitating access to quality housing, healthcare, and education nationwide.

Her journey in the affordable housing sector began with her role as the Vice President of Program Development at Merchants Affordable Housing Corp (now rebranded as RDOOR Housing Corp.). During this tenure, Julia played a pivotal role in project development and funding applications for the company and its consulting clients. Additionally, she was instrumental in coordinating various community events.

Julia’s proficiency in writing funding applications has led to her success in securing funding from multiple institutions, further bolstering the efforts to make affordable housing a reality for many. Her commitment to the cause of affordable housing and her not-for-profit expertise have been instrumental in shaping her passion project, Women’s Affordable Housing Network. This national nonprofit organization is dedicated to promoting women’s empowerment and fostering workplace equity for all individuals within the affordable housing sector. Julia serves on the National WAHN Board of Directors as Treasurer and is the President of the Board of Directors for the Indiana WAHN Chapter.

With her diverse expertise, Julia Kaercher is devoted to ensuring that Merchants Foundation leaves a profound and enduring impact of hope and well-being in the communities it serves. Her unwavering dedication to expanding opportunities for individuals to access quality housing, healthcare, and education is a driving force behind her contributions at Merchants Foundation.

Jenice Myers, MSM

Jenice Myers is the Director of Development Operations for Kittle Property Group, Inc., a national leader in bringing together community, financial and government partners with innovative plans to develop, construct and manage quality, multi-family apartment homes.

Jenice has been with Kittle Property Group since 2006. She brings a broad base of knowledge and expertise to the company and is versed in multiple facets of affordable housing development. She is responsible and accountable for leading the Department’s team of Development Analysts and she is accountable for recruiting, on-boarding, and training new Development Analysts. Ms. Myers plays a key role in the mentoring and growth of Development Analysts to create a strong bench for the Development Department that will address Department needs related to strategic market and pipeline expansion.

Additionally, she is responsible for maintaining relationships with qualified 501(c)(3) Organizations, Federal and State Housing Agencies, Public Housing Authority’s, and various service providers throughout the KPG portfolio. Jenice is versed in leading Not-for-Profit organizations and their Board members through the complex Rental Housing Tax Credit application process. Jenice also provides training and ongoing education to 501(c)(3) organizations and their respective Board of Directors on the Section 42; Rental Housing Tax Credit Program. Jenice has directed all aspects of negotiating partnerships with Not-for-Profit organizations throughout the country for over a decade. She has been passionately devoted to the RHTC Program, leadership, community development and linking service providers and low-to moderate income citizens for over 20 years.

Jenice is a graduate of Ball State University, where she currently serves on the Parents Advisory Council, and she holds a Master of Science in Management from Indiana Wesleyan University.

Amandula Anderson

Amandula Anderson is the Executive Director IFF’s Indiana Region, which includes statewide consulting, lending and development across Indiana and in Louisville, KY.  Grounded in equity and deep sector expertise, IFF is a nonprofit Community Development Financial Institution (CDFI) that champions nonprofits to shape more equitable and vibrant communities through community-centered lending, development, and real estate consulting. Amandula has 20+ years-experience in the nonprofit sector where she has led two community-based organizations – Irvington Development Organization and United Northeast CDC; convened a Quality-of-Life initiative on the northeast side of Indianapolis; directed a program to facilitate a two-generational approach to supporting families within 5 Indianapolis communities; and spent a few years supporting affordable housing through a tax credit syndicator. She is a graduate of Arlington High School, received her BS in Public Affairs from IUPUI and has a Masters in Real Estate Development at University of Indianapolis.  In her role at IFF, Amandula is a natural connector.  In her role with IFF, she is building statewide opportunities to elevate facilities and finance to help nonprofits be in spaces that meet the needs of their clients and brings dignity to all.  Amandula is married to Marlon and they have 5 amazing children along with a pet yorkie.

Lia Hicks

Lia Hicks is a detail-oriented team player with 34 years of experience providing services, leadership, training, and technical assistance in the areas of mental health, substance use, dual diagnosis, and supportive housing evidence-based practices. Lia enjoys working across multiple sectors to create solutions that meet the needs of marginalized populations. Currently the Senior Program Manager in CSH’s Indiana office, Lia is responsible for coordinating the annual Supportive Housing Institute which results in the development of hundreds of new units of high-quality supportive housing and services each year. She works with stakeholders to increase funding and resources to ensure additional high-quality supportive housing and services are developed. Prior to joining CSH, Lia worked for Adult & Child Health for 26 years providing implementation, leadership, and quality oversite of multiple evidence-based programs. Lia has also worked as a private consultant providing training and technical assistance, with her expertise focused on the implementation of Assertive Community Treatment (ACT).  Lia earned a master’s degree in business administration from the University of Phoenix and an undergraduate degree in Individual and Family Development from Purdue University.

Mary Ann Lang

Mary Ann Lang – Executive Vice President of Capital Markets at OCCH. Ms. Lang joined Ohio Capital Corporation for Housing (OCCH) as the EVP of Capital Markets in September 2023. In her role, Ms. Lang is responsible for enhancing investor relations, executing capital-raising strategies, and fostering business development. Prior to joining OCCH, Ms. Lang was the Senior Vice President at KeyBank’s KeyCDC, responsible for raising investor equity and closing funds while managing a team of syndication professionals. She has also been an integral part of CREA’s growth, serving as their Managing Director, raising equity, and expanding the organization from a small, regional syndicator to a nationally ranked Top 5 Syndicator. Ms. Lang earned her Bachelor of Science in German and Economics from the University of Notre Dame.

Monica Lunderman

Monica Lunderman is the Vice President of Asset Management for RDOOR Housing Corporation (FKA Merchants Affordable Housing Corp.) and Interim Executive Director for Partners in Housing Development Corporation (PIHDC).  Monica has worked in commercial and residential real estate/property management for almost 20 years and joined the Team in May 2022.  Before RDOOR/PIHDC, she was the Regional Property Manager for Bradley Company, overseeing 30 properties and 1,200 units throughout Indiana.  Her passion is “people,” so she enjoys using her background and experience to help find quality housing for residents, and to help the Community.

Through asset management, Monica strategically works with owners, investors, property management, finance, development and support services to ensure our properties meet specific criteria while providing high quality affordable housing to residents.  Monica is also able to analyze data to determine areas of improvement, so we can implement changes, and offer even more housing opportunities and resources.

As interim executive director, Monica oversees almost 30 staff members including support services, case management and finance.  Monica has several accomplishments throughout her career, the National Association of State and Local Equity Funds (NASLEF) Conference and the Indiana Housing Conference (IHC); serving as a member of the Park Tudor Alumni Board; obtaining CHAM’s Asset Management Specialist (AMS) Certification; and attending DePaul University and IUPUI, graduating with a BS in Business Management from the University of Phoenix.

In her spare time, she enjoys spending time with family, friends and her two dogs (Rocco and Max); watching TV/movies; and traveling.

April Schilling

April Schilling is Senior Vice President, Associate General Counsel for Merchants Bank and Merchants Capital, one of the nation’s top multifamily affordable lenders. She provides all-around support and advice on multifamily and healthcare transactions by working with origination, closing, asset management, special assets, tax credit equity and capital markets teams. April oversees complex transactions, including originations and in the secondary market, and identifies and resolves potential issues after closing, including developing workout strategies and overseeing litigation.

Prior to joining Merchants in 2024, April was a partner with the law firm of Frost Brown Todd. She is a graduate of Indiana University with a Bachelor of Science in Public Affairs in 1995 and a Juris Doctor in 1998. She is a Fellow of the American College of Mortgage Attorneys and a member of Urban Land Institute and Executive Women in Finance.

With over 25 years of experience in the legal field, April has a proven track record of achievements in closing complex and high-value deals, resolving disputes and ensuring compliance.

Victoria Templeton

Victoria Templeton is the Multifamily Studio Lead and Project Manager at RQAW|DCCM a full-service architecture and engineering firm operating for nearly 70 years.  Victoria has been with RQAW|DCCM for over 5 years where she spearheaded the creation of a thriving multi-family enterprise which brings in over $3M annually.  She brings with her five years of multifamily and LIHTC expertise, having worked as the Design Project Manager with a national leading multi-family developer.   She is dedicated to designing for equitable communities, designing for the well-being of others, serving others through mentorship, service to the community and empowering others.

Victoria is a graduate of Ball State University College of Architecture and Planning with a Bachelor of Architecture in 2006 and a Bachelor of Environmental Design in 2006.  She is licensed in 8 states and holds a LEED Green Associate and AIA and NCARB Certification.  She sits on the advisory board for the College of Architecture and Planning, volunteers her time as a IPAL Integrated Path to Architectural Licensure program advisor to emerging professionals.  She is a member of ULI Urban Land Institute and WLI Women’s Leadership Initiative, a Board member of IWAHN.  She was an inaugural member of the Christopher Kelley Leader Development Program in Indiana in 2018-2019 and the Vice President of the Program the following year.

Samantha Spergel

Samantha L. Spergel has worked at Indiana Housing and Community Development Authority (IHCDA) since January 2016; first as the Director of Real Estate Production and currently as the Director of Real Estate Strategic Initiatives and Engagement, where she provides policy oversight on numerous U.S. Department of Housing and Urban Development Housing Construction programs, oversees the Healthy Homes Resource Program,  manages technical assistance and capacity building efforts, targeting local units of government and non-profits, to provide regulatory guidance, management training and insight into community development innovations, and manages special initiatives within IHCDA, including the Anchor Employer Workforce Housing Demonstration Program.

Samantha has been interviewed for Affordable Housing Finance Magazine, and Evidence Matters, the Quarterly Magazine for HUD’s Office of Policy Development and Research. Samantha has also presented at a variety of conferences, including the Council for Engagement and Outreach, Indiana Association of Regional Councils, Accelerate Indiana Municipalities, the Indiana Housing Conference, Indiana Township Trustees Conference, American Bar Association Affordable Housing Annual Conference and the Opportunity Zone Consortium Workshop. Samantha is a former chair of the Urban Land Institute’s (ULI) Women’s Leadership Initiative and Equitable Development Summit and is a ULI Health Leader.

Samantha holds a Bachelor of the Arts in Political Science from The College of Wooster, and a Master of Public Affairs from Indiana University.
