Maureen Freehill

Maureen Freehill serves as the Deputy Commissioner for Housing Assistance and Development, where she oversees critical programs addressing Georgia’s housing needs, including the Housing Tax Credit program, Housing Choice Vouchers, homelessness prevention, and supportive housing initiatives. With over two decades of experience in affordable housing, Maureen began her career as a Section 8 caseworker with Rural Ulster Preservation Company in New York’s Hudson Valley, where she launched a scattered-site supportive housing program and expanded the Family Self-Sufficiency Program.

She later served as a Special Needs Housing Policy Analyst for New York State Homes and Community Renewal, where she developed the award-winning Nursing Home Transition and Diversion (NHTD) Housing Subsidy Program.

After relocating to Atlanta in 2012, Maureen worked as a multifamily developer leveraging LIHTC and public-private partnerships, most recently serving as Director of Affordable Housing at National Church Residences.

She is President of the Atlanta Women’s Affordable Housing Network, a graduate of the 2022 ULI Center for Leadership, a member of the ULI Health Leaders cohort, and was named a 2025 HouseATL Housing Preservation Leader. She also serves as Volunteer Coordinator for Neighbor in Need East Lake/Kirkwood and leads a Girl Scout troop of 18 superstars. She is a graduate of  SUNY New Paltz.

Jenna Strickland

Jenna Strickland is a senior manager in affordable housing practice. She has over a decade of experience auditing non-public companies in a variety of industries. Her specialties include market-rate and affordable housing projects, including those subject to the requirements of the U.S. Department of Housing and Urban Development (HUD). She also has extensive experience with non-bank lenders and funds.

Jenna enjoys working closely with clients to ensure a smooth audit process with timely delivery of required reports.  Jenna’s goal is to customize the audit approach for each client and team while ensuring compliance with respective standards.

Jenna earned her Bachelor of Business Administration degree in Accounting from Auburn University and her Master of Accounting, with a concentration in Financial Reporting and Auditing, from Kennesaw State University.

Chelsea Arkin

Chelsea joined Atlanta Beltline, Inc. in 2021 as the Senior Housing Policy and Development Manager. At ABI, Chelsea supports the creation and preservation of affordable housing units along the Beltline, collaborating with public, private, and nonprofit partners to meet the goal of creating or preserving 5,600 affordable housing units within the Beltline Tax Allocation District. Chelsea also serves as a Co-Chair for HouseATL’s Policy Working Group, working with a cross-sector group to build the political and community will for a comprehensive and coordinated housing affordability action plan for Atlanta. An Atlanta native, Chelsea has devoted her career to the development of healthy, livable, and equitable communities. Through her work with Enterprise Community Partners, the Green and Healthy Homes Initiative, the Georgia Department of Community Affairs, Partners for HOME, and now with Atlanta Beltline, Inc. Chelsea is committed to providing safe and affordable housing for all.  Chelsea earned master’s degrees in City and Regional Planning and Public Policy from Georgia Tech. Her undergraduate degree is from Bryn Mawr College. When not advocating for affordable housing, Chelsea enjoys exploring Atlanta, serving on the Cabbagetown Neighborhood Improvement Association, writing for the local newspaper, seeing live music, and trying to keep her plants alive.

Margo Jamison

Margo joined GVSA in 2024, where she leads their affordable housing studio.  She first realized her passion for affordable housing through her graduate thesis on permanent supportive housing in the Skid Row neighborhood of Downtown Los Angeles and has been an advocate for affordable housing and the Housing First movement since.  Margo brings over 14 years of experience working as an architect in residential, mixed-use, and commercial markets to her role at GVSA. Her work experience in multi-family developments has spanned market rate, affordable, new construction, renovation, and adaptive reuse projects.

Margo is an engaged member of the Atlanta design community and has served on ULI’s Women’s Leadership Initiative committee, USGBC Georgia’s Emerging Professionals committee, and is a graduate of the ULI Center of Leadership.  Margo is an active member of AIA, Urban Land Institute (ULI), Women’s Affordable Housing Network (WAHN), and LAI Land Economics Society, and enjoys volunteering her time with ULI’s Urban Plan program.

Lauren Washington

Lauren E. Washington, Esq. is a public-sector and nonprofit attorney with experience advising on affordable housing, economic development, and community investment initiatives. She serves as Assistant General Counsel at Invest Atlanta, the City of Atlanta’s economic development authority, where she provides counsel on transactions and programs that advance the City’s housing and economic priorities, including small business incentives, incentive-based loan and grant agreements, and public finance matters such as bond financings and Tax Allocation District (TAD) projects.

Previously, Lauren served as Senior Staff Attorney at the Atlanta Volunteer Lawyers Foundation, where she led a school-based legal office, represented tenants in affirmative housing matters, and partnered with community organizations and philanthropic institutions to address systemic housing issues. Her earlier practice experience includes civil litigation and criminal defense, providing a strong foundation in advocacy, motion practice, and client counseling.

Lauren is an Atlanta native who earned her Juris Doctor from the University of Georgia School of Law and holds a Bachelor of Arts from the University of Michigan. Earlier in her career, she taught middle school English and led a student step and dance team, experiences that continue to inform her people-centered and collaborative approach to her work. Outside of her legal work, she stays engaged in nonprofit board service and enjoys exploring Atlanta’s sports and cultural events.

Patricia Luna

Patricia Luna (she/her) is Senior Director of Lending for the Southeast. She is responsible for loan originations and strategy, including cultivating client relationships, loan structuring and underwriting, credit analysis, and management of the closing process. Patricia began her commercial real estate career as an attorney representing lenders making CMBS loans. She represented banks and other lenders making commercial real estate and asset backed loans for many years, first at Cadwalader, Wickersham & Taft in Charlotte, and later at Jones Day and Kutak Rock in Atlanta. After working in Wells Fargo’s LIHTC lending line of business, she gained expertise in Low Income Housing Tax Credit and New Markets Tax Credit transactions.

Patricia pivoted to the nonprofit space in April 2020, joining LISC to lead the Atlanta office’s lending program, and to oversee its programmatic work enabling greater access to capital for entrepreneurs of color. She viewed the transition to a CDFI as an opportunity to do more meaningful work in the city that has become home. After LISC, she continued the work in her beloved Atlanta at the Community Foundation for Greater Atlanta, where she oversaw deployment of its GoATL and TogetherATL affordable housing funds.

Patricia attended the University of Georgia and the University of Texas School of Law. She is passionate about affordable housing and equitable community development and believes her work can help change the face of Atlanta and beyond. She is a board member of Project Community Connections, Inc., and a member of the Atlanta Women’s Affordable Housing Network. She is also a very active member of the Atlanta chapter of Urban Land Institute, serving on the TAPs committee, as an UrbanPlan facilitator, and in a variety of leadership roles for its Center for Leadership program.

Cindi McAdams

With over 18 years of experience in team management, business development, and client relations, Cindi McAdams is a powerhouse in driving strategic growth and building meaningful partnerships. As Atlanta WAHN’s Vice President of Membership, she brings a proven track record of exceeding expectations and goals, leveraging her skills in strategic planning, lead generation, and project management to enhance the association’s value to its members.

Cindi currently serves as VP of Business Development for Varium Construction Group, where she leads business expansion efforts across Atlanta and beyond. Her expertise in the AEC industry, paired with her dedication to fostering strong client relationships, has made her a key player in both Atlanta’s and Varium’s success.  Known for her strategic thinking, problem-solving acumen, and ability to manage high-performing teams, Cindi is always knee-deep in negotiations and finding creative solutions for her clients.

Her commitment to building long-lasting partnerships aligns perfectly with her role at WAHN, where she continues to cultivate a thriving network of professionals.

Audrea Rease

Audrea Rease has a background in accounting, real estate investment management and nonprofit leadership.  After beginning her career in public accounting, she transitioned into real estate at Morgan Stanley, where she most recently served in portfolio management roles and oversaw asset management for all property types with portfolio values in excess of eight (8) billion dollars.  Housing was a strong focus for her, encompassing over 8,200 multifamily units.  Before coming to TriStar Real Estate Investments, Star-C Programs and EduHousing, she worked at Leadership Atlanta as Director of Alumni Affairs and Special Initiatives, overseeing all alumni engagement, events, membership campaigns, website/technology/social media and member communications.

At TriStar, Audrea is a partner overseeing asset management and liaises with property management and leasing agents to enhance the performance and profitability of the firm’s commercial real estate portfolio.  In her nonprofit roles, she is executive director of Star-C Programs, a nonprofit which provides wraparound services to affordable/workforce housing communities. Star-C provides free onsite afterschool and summer camp, wellness initiatives, food security program and an eviction relief fund that began during the pandemic as a $50,000 GoFundMe and since raised $16.5 million. She is also executive director of EduHousing, a nonprofit created to own and preserve affordable housing communities.

Audrea has an MBA in real estate from Georgia State University and an accounting degree from the University of North Carolina at Charlotte.  She has successfully passed the North Carolina CPA exam.  She has lived in Atlanta for over 20 years and has been very involved in Georgia State’s real estate alumni group, serving at all levels.  She is on the Board of the Training and Counseling Center, the Atlanta Business Roundtable, Women of Color in Community Development, and the Women’s Affordable Housing Network – Atlanta. She is on the Governance Team for Midtown High School, an Atlanta public school in Old Fourth Ward.

Sara Haas

As Vice President for Lending, Capital and Compliance, Sara Haas directs the ANDP Loan Fund, a certified CDFI, identifying lending opportunities, raising and deploying capital, and monitoring loan performance. Sara also oversees organizational compliance with public and private funding sources for the Loan Fund and single-family development.

Sara has over 20 years of experience in the nonprofit sector including ten years managing AmeriCorps programs for national nonprofits. She spent a decade working at Enterprise Community Partners developing and leading affordable housing preservation and resilience programs nationally and in the Southeast region. Sara graduated from the Georgia Institute of Technology School of City and Regional Planning with a Master’s of City and Regional Planning and earned a Bachelor’s of Business Administration from the Emory University Goizeuta Business School. Sara sits on the board of the Atlanta Women’s’ Affordable Housing Network chapter.

Vice President of the Savannah Satellite

Laura Lane McKinnon

Laura Lane McKinnon has been actively involved in Savannah’s non-profit sector for over 25 years, working across a variety of fields, including historic preservation, higher education, homelessness, intellectual and developmental disabilities, and healthcare. She brings extensive experience in grant writing, program management, advocacy, communications, fund development, and community engagement.

In fall 2022, Laura Lane became the first Executive Director of Housing Savannah, a non-profit dedicated to pro-housing collaboration, education, advocacy, and fundraising for housing initiatives, including the Savannah Affordable Housing Fund (SAHF). In this role, she leads efforts to examine the region’s housing ecosystem, identify critical challenges, and advance solutions that support equitable, smart growth. Her work focuses on advocating for substantive adaptations to zoning, building codes, and tax structures, as well as expanding resources to preserve and create housing that is affordable for all in the greater Savannah area.

Laura Lane holds a BFA from the Savannah College of Art and Design and is an active Rotarian. Her community involvement includes service with nearly a dozen different non-profits over the past three decades. She is a 2004 graduate of Leadership Savannah and is passionately committed to fostering collaborative solutions for greater-Savannah’s housing future.
